AMP8 began on 1st April 2025, what does this mean for water companies and whats changed?
The UK water industry is continually evolving, driven by technological advancements, regulatory requirements, environmental concerns and rising customer expectations. To meet these demands, the Asset Management Period 8 (AMP8) from OFWAT, the Water Services Regulation Authority in England and Wales, will introduce a fresh set of regulatory requirements. With a focus on efficiency, resilience and sustainability, AMP8 will push water companies to enhance operational performance and mitigate supply chain risks, all whilst improving customer experience, embracing social value initiatives and having environmental considerations at the core of their operations.
Since the privatisation of the water sector in 1989, the industry has followed five-year AMP cycles. AMP8, the latest iteration, will drive water companies to deliver reliable, sustainable, cost-effective water and wastewater services.
The key objectives of the new AMP8 regulatory framework are:
Social Value – Ensuring a fair and customer-focused approach to water services.
Affordability – Managing costs efficiently while delivering high-quality service.
Environment – Reducing carbon footprint, improving resource efficiency, and enhancing climate resilience.
Effective asset management is critical in achieving these objectives. The Water Industry Journal highlights that a systematic approach to planning, operating, maintaining, and cost-effectively renewing assets while delivering a desired level of service is essential to meet regulatory compliance.
One of the key challenges is for the sector to embrace innovation and strategic asset management, which includes:
Supply Chain Collaboration – Improved supplier selection processes and long-term collaboration with shared values - high-quality, compliant, and sustainable solutions.
Risk Management – Proactively identifying and mitigating risks to avoid service disruptions.
Climate Change Resilience – Implementing measures to safeguard against extreme weather and environmental impacts.
Customer Satisfaction – Enhancing service and engagement in social value initiatives.
To meet these challenges, water companies must leverage data and technology. Predictive maintenance, risk assessment and asset lifecycle management are essential in avoiding potential failures and ensuring uninterrupted service.
Critical power plays a vital role in ensuring water companies meet AMP8 objectives. Reliable, efficient, and sustainable power solutions address many of the key regulatory priorities:
Customer Experience – Ensuring a continuous water supply through uninterrupted power.
Sustainability – Reducing environmental impact with energy-efficient power systems.
Resilience – Protecting assets from power failures, ensuring operational continuity.
Efficiency – Enhancing asset performance while optimising operational costs.
An independent CMA panel ruling in March 2026 allowed five objecting water companies to recover only 17% of the additional revenue they'd sought from Ofwat's 2025–30 price control, which is constraining bill-funded capital programmes for network renewal, treatment upgrades and resilience schemes industry-wide.
Progress across AMP8 has been widely reported as slower than anticipated in year one, with Anglian Water having spent £1.1bn of its £11bn five-year plan so far. However, we expect to see a significant acceleration in delivery through 2026 and beyond as design phases complete.
